Invitation to Bid - Briscoe Park Community Center

The City of Snellville, Georgia (Owner) will receive sealed bids for all material, labor, equipment, and services to successfully accomplish the following project: T.W. Briscoe Park Community and Recreation Center. The project consists of a new 34,276 square foot multi-level community recreation center. The building will be constructed in accordance with 2018 International Building Codes with Georgia Amendments, Construction type will be Type IIB construction. The facility will be fully conditioned and will include support spaces such as; restrooms and storage. Work indicated in the Contract Documents. The site work will include a new parking area and supporting utilities.

The project will be funded with a combination of local and federal funds. The federal funds will come from the Gwinnett County Community Development Block Grant program and therefore services provided must comply with all applicable federal government statutory and regulatory requirements. These requirements are listed in this bid advertisement.

The Owner will receive sealed lump sum bids until the bid time and date at the location given below. Owner will consider bids prepared in compliance with the Instructions to Bidders issued by Owner, and delivered as follows:

Bids will be thereafter publicly opened and read aloud. Unofficial bid results will be posted on the City Website. A Mandatory Prebid meeting for all bidders will be held at 2342 Oak Road, Snellville, GA 30078 in the Conference Room. on January 7, 2025, at 2:00 p.m., local time. Prospective prime bidders are required to attend. Site visit if desired will occur following the pre-bid meeting.

All questions regarding the bid documents shall be made via email to the Architect, Mark Videkovich, Goodwyn Mills Cawood (GMC) at mark.videkovich@gmcnetwork.com. The deadline to submit questions is no later than 5:00 PM; January 17, 2025. The Owner will post all “Response to Questions and/or Addenda”, if applicable, on the Owner website (www.snellville.org) by no later than 5:00 PM, January 23, 2025. It is incumbent that those submitting questions follow-up with the Architect to ensure that questions were received.

Bid security shall be submitted with each bid in the amount of 5 percent of the bid amount. No bids may be withdrawn for a period of 60 days after opening of bids. Owner reserves the right to reject any and all bids and to waive informalities and irregularities.

Electronic Documents will be provided via email correspondence or by other electronic distribution as preferred by the Architect. Documents will be provided to prime bidders only; only complete sets of documents will be issued.

Successful bidder shall begin the Work on receipt of the Notice to Proceed and shall complete the Work within the Contract Time.

Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. A Performance Bond, separate Labor and Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the successful Bidder.

Attention of bidders is particularly called to the requirements regarding conditions of employment and minimum wage rates to be paid on this project, and that the contractor and subcontractor must comply with all Federal, State, and local requirements. Minority and female owned firms are encouraged to participate in this federally funded project. Procurement will be in compliance with the Uniform Administrative Requirements, 2 CFR 200.318-326. Potential respondents are particularly called to the requirements of Title VI; Civil Rights Act of 1964 and 24 CFR 570.602; and Executive Order 11246 - Equal Employment Opportunity and Affirmative Action. The work to be performed under this contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 USC 1701u (Section 3). The purpose of Section 3 is to ensure employment and other economic opportunities generated by HUD assistance or HUD-assisted projects covered by Section 3, shall to greatest extent feasible, be directed to low-and very–low-income persons, particularly persons who are recipients of HUD assistance for housing. The City of Snellville (City) is soliciting competitive sealed bids from qualified contractors to provide all 
labor and materials required for the repair of Storm Water Drainage Systems and related infrastructure, 
including pipe of various sizes and materials, catch basins, headwalls, curb and road restoration, erosion 
controls, seeding/sodding, rip rap, etc, with related tie-ins and appurtenances at four (4) locations, within 
the city limits of Snellville, Georgia 30078.

There are three (3) additional projects within the City limits that are add alternates that WILL 
NOT be  part of the contract.  If budget allows they will be awarded accordingly to the winning Bidder 
of the contract.  

Bids should be typed or submitted in ink and returned in a sealed envelope marked on the outside with the 
project identification, bid number and Company Name. Bids will be received until 2:00 P.M. local time 
on Thursday December 12th, 2024 at the Snellville City Hall Reception Desk, First Floor, 2342 Oak Road, 
Snellville, Georgia 30078. Any bid received after this date and time will not be accepted. Bids will be 
publicly opened by the City of Snellville on Thursday December 12th, 2024 at 2:05 p.m.

Gravity Sewer Extension Project

The City of Snellville, Georgia (‘City”) will receive sealed Bids for all material, labor, equipment and services to successfully accomplish the following work: “City of Snellville Gravity Sewer Extension to Parcel 5026 038. The project is generally described as the installation of an 8-inch gravity sewer line and 6-inch sewer lateral on private property and jack & bore within the county right-of-way of Wisteria Drive, as identified on the construction plans prepared by Precision Planning, Inc. and dated November 1, 2024. The work tasks for the installation of the sewer lines entails all trenching, jack & bore, existing utility avoidance, pavement patching and striping, septic tank demolition, E&SC and related tasks as shown on the plans. Bids shall be on unit price basis. Project is funded with the City SPLOST and American Rescue Plan Act. 

The project shall be Substantially Complete within 90 calendar days from the date of notice to proceed. Liquidated damages of $1,000 per day will be assessed for each and every consecutive calendar day for which the completion of the project is delayed beyond the 90 calendar days; except for quantifiable weather events

Bids will be publicly opened. Unofficial bid results will be posted on the City website. A non-mandatory pre-bid conference will be held at the second floor conference room, City of Snellville, GA; 2342 Oak Road, Snellville, Georgia 30078 on November 13, 2024 at 4:00 PM. All potential bidders are strongly encouraged to attend.

A 5% bid bond is required. 

100% Payment and Performance Bonds will be required on this project. All bidders must be an approved Gwinnett County Watershed’s Pre-Qualified Contractors List – Sub-Section 1. 

“Instruction to Bidder” and “Contract ITB” documents in the ITB must be completed and submitted with the bid.

The Owner reserves the right to reject any or all bids and to waive technicalities and informalities. If the contract is awarded, it will be awarded to the lowest, most responsive bidder whose proposal shall have met all the prescribed requirements.

The City of Snellville (City) is soliciting competitive sealed bids for the T.W. Briscoe Park Pool and The Grove at Towne Center Splash Pad Services for the 2025 Services Contract. This contract will include spring/summer open season operation and fall/winter maintenance and may be renewable for up to 2 consecutive years following the initial year of inception.

Sealed bids for the award of this contract will be accepted at Snellville City Hall, 2342 Oak Road, Snellville until 10:00 a.m. (local time) on Thursday, November 14, 2024. Bids must be submitted in a sealed envelope identifying the bid number and prospective bidder on the outside of the envelope.  Bids will be publicly opened at 10:05 a.m. on November 14, 2024 at Snellville City Hall, 2342 Oak Road.  The City reserves the right to waive any informality and any technicalities, and to reject any or all bids if it is deemed to be in the best interest of the City to do so.
