Steps for obtaining a Site Development Permit. Please read this entire page!

All projects that require a Development Permit must first be reviewed by the Planning and Development Department to ensure compliance with City regulations. In order to begin the review process, applicants must submit 5 sets of site plans, 2 copies of the site hydrology study, a project submittal sheet, and a plan review fee ($500 per review). Plan sets will not be reviewed without a review fee being paid. Site Plan sheets shall not exceed 48 inches by 36 inches and must have a horizontal scale of no less than 100 feet to one inch.
- Initial submittals must include an ALTA survey of the site, a site plan, phased erosion control plans, grading plan, utility plan, tree survey, and preliminary landscaping plan.
- Surveys must be stamped and sealed by a Georgia registered land surveyor on each submittal.
- Plans must be sealed, signed and dated by a Georgia registered professional engineer for each submittal.
- The landscape plan must be stamped and sealed by a Georgia registered landscape architect.
- Plans will not be accepted without a proper engineers seal, signature and date.
- It is very important that both the developers and engineers e-mail addresses appear on the plans.
- Remember to show on plans and address any conditions of zoning that have been attached to the site.
The plans are then reviewed by the City Planner, Zoning Administrator, and City Engineer. Plan reviews are handled on a first-come, first-serve basis. Comments will typically be ready in approximately 2 weeks, but review times may vary due to the number of projects currently under review.

Review Process
- For submittal of the initial set of plans, a review fee of $500 and the project submittal sheet must also be included. The Erosion Control/Solid Waste Affidavit may also be submitted at this time. Please note a review fee of $500 is required for each submittal.
- For commercial sites, plans will be reviewed with the Commercial Site Plan Review and Commercial Landscape Review checklists. Our designated Engineer will review the site and hydrology study with the Development Plan Review - Engineering checklist.
For residential sites, plans will first be reviewed with the Residential Preliminary Plat Review - Planning checklist and Landscape Checklist Residential Preliminary Plat. Our designated Engineer will review the site and hydrology study with the Preliminary/Final Plat Review-Engineering checklist. Once site development has been completed for residential construction, submitted final plats are reviewed with the Residential Final Plat Review - Planning and Landscape Checklist Residential Final Plat checklists.
- If the project falls within our Corridor Overlay District, the Corridor Overlay District Checklist will be used in addition to the site checklist.
If the project falls within our Town Center Overlay District, the Town Center Overlay District Checklist will be used in addition to the site checklist.

- Be aware of and plan accordingly for any wetlands or streams on your site.
- A BLUE ROUTE SHEET will be returned with the first set of staff comments. This sheet, along with a set of plans, will need to be taken to the various County and State agencies that will be designated by staff on the route sheeet. They will "sign off" their approval on this sheet. When complete, return with any plan submittal. All signatures will be required before any site development work is approved. - When general site layout has been established, please include a photometric plan with all submittals.
- When the general site layout and building location have been approved, building plans may be submitted to the Planning Dept. for review. Two sets of plans approved by the Gwinnett County fire marshal must be submitted. Building plan review is $50 for construction costs less than or equal to $25,000 and $100 for construction over $25,000. Plan sets will not be reviewed without a review fee being paid and fire marshall stamp. When the building is approved, please call the Planning Dept. for building permit costs (770-985-3513). Building permits will not be issued prior to the site development permit.
- An Erosion and Sediment Control Bond Form and the LDA Fee Permit Submittal Form will be required for submittal prior to issuance of a permit. The Bond is required for all sites over 5 acres. For sites under 5 acres, the topography and location will be assessed to determine the need for this bond. The fee is $1000 per acre, but under no circumstances less than $3000. (EX: 2 acre site = $3000)
The LDA (Land Disturbing Activity) form is $80.00 dollars per acre or fraction thereof, half ($40) being paid to the city and half being paid to the Georgia EPD. Bring a copy of the EPD check and EPD submitted form to the city when paying this fee.
- The NOI(Notice of Intent) form must be completed for all projects over 1 acre. Send this form to the EPD and supply the City with a copy of this completed form prior to construction activity.

- Before or concurrent with permit approval, submit 5 sets of approved site plans, complete with Gwinnett Fire Marshal stamp, engineer's signed and dated seal, signed signature blocks, Landscape architect sealed landscaping plans, lighting plans, and official signatures. Include the SIGNED Owners Certification, Engineer's Stormwater Certification, and Memorandum of Understanding (Development Inspections). Also submit an electronic copy of each approved plan page, preferably in Adobe .pdf format.
- When all of the above requirements have been met, and site approval is received, you may schedule a site "Pre-Construction Meeting" with the Planning & Development staff. Required attendees include the general contractor, property owner/developer, and the engineer of record for the project. This meeting will cover what is expected of the development with regard to erosion control, materials, tree protection, and inspections. The development permit will be issued during the meeting. The Development Permit Fee is due at this meeting.
- During the construction phase of the project, City staff will conduct random site inspections. Erosion control measures will be checked for compliance during all inspections. ALL mandatory building and site inspections must be scheduled at least 24 hours in advance.
Certificates of Occupancy (C0)
CO Checklist
- The CO Checklist must be completed prior to CO issuance.
- Don't forget to come to the Planning Office to apply for and receive your business license. It is usually about a two (2) day process.
- The Storm Sewer As-Built documents should be submitted for review at least four weeks prior to the anticipated site completion date.
- A Landscape Maintenance Bond is required for all sites.
- A BMP Tracking Form is required for stormwater detention structures.
- If any ROW is to be dedicated to the city, read the Pavement Coring Memo concerning any paving being done in the ROW. Any paving being done in the ROW will need to schedule a pavement proof roll with the city. (770-985-3513)
- Both the Certificate of Development Conformance - A and Certificate of Development Conformance - G documents must be completed and submitted. Use the BMP Maintenance Bond Calculations form to figure the amount of the bond for Document G. (Document G is for all on-site stormwater detention structures.)
- City Personnel will need to do a final site inspection prior to CO issuance. This inspection covers landscaping, lighting, and general site layout. Please schedule this inspection with the city (770-985-3513).
- Please plan well in advance for the Certificate of Occupancy! There are many documents that must be reviewed and inspections to be completed. It is recommended to submit documents and begin scheduling inspections at least one month prior to the date on which the site is scheduled to open or issuance of the final plat is desired. The City of Snellville is one of many agencies that must issue site approval in order to receive a Certificate of Occupancy. Both Gwinnett County and the State of Georgia conduct various inspections and issue approvals. THE CITY OF SNELLVILLE DOES NOT ISSUE TEMPORARY CERTIFICATES OF OCCUPANCY. A CERTIFICATE OF OCCUPANCY WILL NOT BE ISSUED UNTIL ALL AGENCIES HAVE APPROVED THE SITE - THERE ARE NO EXCEPTIONS!
